Buying a ready property in Dubai.
A completed property can be viewed, let and lived in straight away. Here is how a resale purchase works in Dubai, even when you live abroad.
View of the Burj Khalifa from an apartmentWhy choose a ready property
The property exists: you can see the view, the condition, the building and the amenities. It can earn rent from the day you sign, or host the family for the next holidays. It is the choice of buyers who put the here and now first.
Buying off-plan follows a different logic, with payments spread over the construction period. I compare the two in buying off-plan in Dubai.
Use a licensed agent and check the listing
In Dubai, a property is marketed through a RERA-licensed real estate agent. Every listing must carry a permit number issued by the Dubai Land Department: a first marker for setting aside listings that do not comply.
Before any offer, I check with you the seller's title deed, the owner's identity, whether there is a mortgage on the property and the status of the service charges. The official Dubai REST app also lets you look up information on a property and an agent.
The offer and the agreement
Once the price is agreed, buyer and seller sign RERA's standard memorandum of understanding, known as Form F (MOU). It sets the price, the timeline, the security deposit and the conditions of the sale.
On a resale property, the agency commission is usually 2% of the price. It is confirmed in writing before you commit, like everything else.
The no-objection certificate (NOC)
The seller requests a no-objection certificate (NOC) from the developer. Among other things, it confirms that the service charges are paid up and that nothing stands in the way of the sale. No NOC, no transfer. Service charges are explained in Dubai service charges.
If the seller has an outstanding mortgage, their bank is paid off as part of the transaction and the mortgage is released at the time of transfer. If you finance your purchase with a mortgage, your bank has the property valued and coordinates the payment.
The transfer at the Dubai Land Department
The transfer takes place at a Dubai Land Department approved trustee office. The price is paid to the seller as agreed, the DLD fees are settled (4% of the price, plus administrative fees) and the new title deed is issued in your name. The fees in detail: Dubai buying costs.
Can't be there? A representative holding a power of attorney that meets DLD requirements can sign for you. See buying in Dubai remotely.
After the purchase: your first steps
You open your electricity and water account with DEWA, pay the service charges through the building's official system, and decide how the property will be used.
If you let it on an annual lease, the tenancy is registered through Ejari; for short-term rentals, a permit from the Department of Economy and Tourism is required. It is all in letting your property in Dubai. And when the day comes to sell: selling your property in Dubai.
The steps, in short
A resale purchase can be completed in a few weeks when the file is ready.
- Frame the budget, the area and how the property will be used
- View the property, in person or by video, and check the title, service charges and any mortgage
- Sign the RERA agreement (Form F) and pay the security deposit
- Obtain the developer's no-objection certificate
- Transfer ownership at the Dubai Land Department and receive the title deed
- Open the DEWA account, then let the property or move in
